		<description>&lt;p&gt;Can Berkely&#039;s plan to ammortize the up-front costs of residential solar installation be integrated with companies which are selling the same concept, companies such as SolarCity and others?  These private comapnies also include the benefit of servicing the solar system covered by the monthly charge that customers pay them.  Will Berkely and other cities pay for residential system upkeep, funded by the tax assessmrnt?  Both initial installations costs and system upkeep are current impediments to private home installation of PV.&lt;/p&gt;
