		<description>&lt;p&gt;I hope that it isn&#039;t true that this issue is being convoluted by politics and positioning but the claim by the administration is pretty basic (iron out who has control - EPA or NHTSA) and one has to wonder why such an obvious problem wasn&#039;t addressed in the bill. When something obvious is not done, the conspiracy theorists have to come out of the woodwork and start questioning motives.
