In third world and authoritarian countries, state owned and state-bribed enterprises can get away with cutting these costs.  Such is the case in many Chinese enterprises.  And if it is such in China, imagine how it is with Chinese businesses in Africa, Myanmar, Malaysia, etc.&lt;/p&gt;
