I doubt that is an issue in colo data centers where you pay dearly for power/HVAC and space, far more than for bandwidth, but I have read estimates that in corporate data centers 30% of servers are decommissioned older servers running legacy apps that are no longer in used (or have been virtualized), but that are still powered on and sucking electricity because someone forgot to power them off.

The coming budget crunch due to recession will force IT departments to clean house, as CFOs will no longer approve data center expansions, and the only way to make capacity will be to get rid of the clutter.
