I think what Kramer fears was the whole point of McCain&#039;s proposal.  The repugs saw that EVs are viable and becoming popular, so their oil interests demanded they do something about it.  What better strategy than to make it look like EVs still need R&amp;D?  It has worked for them for the past 100 or so years (we could&#039;ve had a project better place-style setup using lead acids the whole time).&lt;/p&gt;
