Craig-

I now see this article syndicated in the NYT and CNN. How about a clarification for those outlets as well? Again, both Vote Solar and the Solar Alliance were all supportive of the size of the program; indeed we wanted to have the program expanded. Staff at Commission were worried about the size, and Duke responded to staff. Your article's lede leaves the incorrect impression that Duke reduced the program due to Vote Solar's intercession. Especially since you never contacted either Vote Solar or the Solar Alliance, we would like the record corrected.

@ Adam Browning

Thank you for the clarification. Duke also was questioned by the NCUC on their cost recovery model, which had to be revamped. But I was most interested in how Duke responded to Vote Solar's and Wal-Mart's testimony, which really showed how a utility could approach solar power plant ownership.

A note of clarification--Duke cut the size of its program in response to concerns from the NC Utilities Commission. Vote Solar--along with our colleagues at the Solar Alliance and the North Carolina Sustainable Energy Association--wanted Duke to expand the program to leverage private investment and allow other solar market participants to participate. As is the process in every other state with a RPS with a solar carve-out: New Mexico, Arizona, Colorado, and 6 more. Solar is a technology that can work as a wholesale generating resource, as Duke proposed, as well as a distributed generation resource used to offset retail purchase. As Wal-Mart's testimony made clear, there's an appetite for both.
