@Max – The $6B for 71M barrels figure is from 2006, and $3 per gallon would be a stepping stone to $1 per gallon.

Is that spending number right? $6 Billion for 71 Million barrels (@42 gallons/barrel) gives $2/gal (or $84/barrel). That's pretty good given how high prices spiked in 2008. Why would they want SAIC to develop a $3/gal algae fuel if they're paying $2/gal now? I can understand if they expect it to increase in the future or do not want to use a foreign-controlled fuel source (the military is active in getting off of petroleum fuel products). But why would they make the award to produce a $3/gal fuel product?
