		<description>&lt;p&gt;I must be  missing something here. $0.32 per kWh is far more than I pay for electricity, but it sounds like these utilities are going to pay their consumers this rate for excess energy put back into the grid? Seems like that would be a huge loss for these companies...&lt;/p&gt;

		<description>&lt;p&gt;First city maybe but California has had a feed in tariff for a full year now. Still it&#039;s nice to see that the US is making progress and 32 cents per kwh is much better than the 15 cents per kwh that California is getting right now.&lt;/p&gt;
